Error 'msxml3.dll Access is denied' When Uploading a SCO to the LMS

When uploading or importing a SCO into the LMS, you receive the following or similar error:
msxml3.dll error '80070005'
Access is denied.
/admin/lessons.asp, line 698
The Articulate SCO is retaining the file permissions of the workstation that it was published on, thereby not allowing the server to access the unzipped files.

Articulate Presenter when uploaded to an x64 server
Before uploading to the LMS, unzip the file that Articulate published on your workstation then re-zip it using Windows, PKZip, StuffIt or other standard zip utility. Upload the re-zipped file to the LMS as normal.
